This is FALSE. GTHL’s regulations allow for discretion. The GTHL had 3 options.
1. They could enforce no outcome since it was an “understandable mistake” by the registrar.
2. They could of penalized the association only and protected the kids.
3. They could punish the innocent players which they chose to do.
